FELONY ARREST IN THE TOWN OF MOUNT MORRIS

MOUNT MORRIS – Sheriff Thomas J. Dougherty reports the arrest of a Leicester resident on felony charges following an investigation by the Livingston County Sheriff’s Office.

The investigation began after the Sheriff’s Office was contacted by the Livingston County Department of Social Services in regards to a possible welfare fraud. At that time, Sheriff’s Investigators conducted an inquiry into the allegations.

It is alleged through the investigation that 40-year-old Derrick Kobylanski had failed to accurately report the composition of his household and additional household income. As a result, Kobylanski collected an overpayment in SNAP Benefits that he was not entitled to from June of 2025 through November of 2025. 

On May 12th, 2026, Sheriff’s Investigator James Merrick arrested and charged Kobylanski with felony Welfare Fraud in the Fourth Degree, felony Grand Larceny in the Fourth Degree and felony Offering a False Instrument for Filing in the First Degree.

Kobylanski was transported to the Livingston County Jail where he was turned over to Central Booking Deputies for processing. Kobylanski was later released on an appearance ticket to appear in Mount Morris Town Court at a later date.

Assisting with the investigation was the Livingston County Department of Social Services and the Livingston County District Attorney’s Office.
