FELONY ARREST IN THE TOWN OF MOUNT MORRIS

MT. Morris - Sheriff Thomas J. Dougherty reports the arrest of a Kentucky resident on felony charges following an investigation by the Livingston County Sheriff’s Office.

On August 2nd, 2026 at approximately 8:38 am, Deputy Ryan Damboise conducted a traffic stop on Creek Road in the Town of Mt. Morris after observing a violation of the NYS Vehicle and Traffic Law.  Contact was made with the operator, who was identified as 20-year-old Devon Harper of Baxter, KY.  During the roadside interaction, it was found that Harper was in possession of a loaded Smith and Wesson handgun while not possessing a NYS Pistol Permit. 

Harper was arrested and charged with felony Criminal Possession of a Weapon in the Second Degree, felony Criminal Possession of a Firearm and violations of the NYS Vehicle and Traffic Law.

Harper was transported and turned over to Central Booking Deputies at the Livingston County Jail for processing and pre-arraignment detention.  He was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Town of Nunda Justice Morris.  The District Attorney’s Office recommended that Harper be held on $2,500 cash bail or bond.  The Judge did remand Harper to the Custody of the Sheriff on the recommended bail and bond.

The Livingston County Public Defender’s Office was present and represented Harper at the court arraignment for his defense. The Livingston County District Attorney’s Office was notified and did also appear to represent the People.
