FELONY ARREST IN THE TOWN OF MOUNT MORRIS

MOUNT MORRIS – Sheriff Thomas J. Dougherty reports the arrest of a Dansville resident on felony charges following an investigation by the Livingston County Sheriff’s Office.

The investigation began after the Sheriff’s Office was contacted by the Livingston County Department of Social Services in regards to a possible Welfare Fraud. At that time, Sheriff’s Investigators conducted an inquiry into the allegations.

It is alleged through the investigation that 31-year-old Sarah Ingalls had failed to accurately report the composition of her household. As a result, Ingalls collected an overpayment in SNAP and Assistance Benefits that she was not entitled to from January of 2025 through October of 2025. 

On July 23rd, 2026, Sheriff’s Investigator Michael Wade arrested and charged Ingalls with felony Welfare Fraud in the Third Degree, and felony Grand Larceny in the Third Degree. Ingalls was transported to the Livingston County Jail where she was turned over to Central Booking Deputies for processing and pre-arraignment detention.

Ingalls was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Town of Mount Morris Justice Finnigan. The Judge did remand Ingalls to the custody of the Sheriff without the possibility of bail due to her having two or more prior felony convictions.

The Livingston County Public Defender’s Office was present and represented Ingalls at the court arraignment for her defense. The Livingston County District Attorney’s Office also appeared to represent the People.

Assisting with the investigation was the Livingston County Department of Social Services.
