FELONY ARREST IN THE TOWN OF MOUNT MORRIS

MOUNT MORRIS - Sheriff Thomas J. Dougherty reports the arrest of a Mount Morris resident on a felony charge following an investigation by the Livingston County Sheriff’s Office.

On September 5^th, 2026 at approximately 12:40 am, Sheriff’s Deputies, along with Fire and EMS, were dispatched the area of Al Lorenz Drive in the Town of Mount Morris for the report of a pedestrian that had been struck by a vehicle. Sheriff’s Deputies arrived and quickly discovered that the suspect vehicle had fled the scene prior to their arrival.

Sheriff’s Investigators were notified of the motor vehicle crash and commenced an investigation. Through the course of the investigation, the operator of the suspect vehicle was identified as 43-year-old, Carlos Diaz-Silva, of Mount Morris. 

On Sept. 25^th 2026, Sheriff’s Investigators arrested Diaz-Silva and charged him with one count of felony Reckless Endangerment in the 1st Degree and several violations of the New York State Vehicle and Traffic Law.

Diaz-Silva was then transported to the Livingston County Jail for processing and pre-arraignment detention. Diaz-Silva was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) in front of Town of York Justice Porter.  The Judge did remand Diaz-Silva to the Custody of the Sheriff without the possibility of bail due to him having two or more felony convictions.

Diaz-Silva did have a private attorney present who represented him at the court arraignment for his defense. The Livingston County District Attorney’s Office was also present to represent the People.

Assisting with the investigation for the Sheriff’s Office were members of the Patrol Division, Criminal Investigations Division and the Forensic Identification Unit.
