MOUNT MORRIS - Sheriff Thomas J. Dougherty reports the arrest of a Mount Morris resident on felony Grand Larceny charges following an investigation by the Livingston County Sheriff’s Office.

On April 8th, 2026, the Livingston County Sheriff’s Office commenced an investigation into a reported possible Grand Larceny.  It is alleged through the investigation that the suspect, 45-year-old Rachel Bates of Mount Morris used the victim’s bank account information to make a number of transactions.

On July 21st, 2026, Bates was interviewed by Investigator James Merrick and taken into custody. Bates was arrested and charged with felony Grand Larceny in the Fourth Degree.

Bates was transported to the Livingston County Jail where she was turned over to Central Booking Deputies for arrest processing. After processing, Bates was later released with an appearance ticket and will appear in the Town of Mount Morris Court at a later date.

Assisting with the investigation were members of the Criminal Investigations Division, the Patrol Division and the Livingston County District Attorney’s Office.
