GENESEO - Sheriff Thomas J. Dougherty reports the arrest of a Lima resident on felony charges following a traffic stop by the Livingston County Sheriff’s Office.

On July 9th, 2026 at approximately 7:32 pm, Deputy Jacob Cicero, who is assigned to the Sheriff’s Office STOP DWI Unit conducted a traffic stop on a vehicle on Lakeville Road in the Town of Geneseo for a violation of the NYS Vehicle and Traffic Law.

Deputy Cicero made contact with the operator, who was identified as 37-year-old Robert Dorsey of Lima NY.  During the initial encounter with Dorsey, the Deputy suspected that he was possibly under the influence of alcohol.  A DWI investigation, which included the performance of standardized field sobriety tests was completed, and at the conclusion of the roadside investigation Dorsey was taken into custody for DWI.

Dorsey was offered a breathalyzer test to determine his blood alcohol content (BAC) and Dorsey did refuse to submit to a chemical breath test.

During the investigation, it was found that Dorsey did have a prior conviction for DWI in 2022, making this arrest a felony.

Dorsey was charged with felony Driving While Intoxicated Refusal, misdemeanor Aggravated Unlicensed Operation in the Third Degree and violations of the NYS Vehicle and Traffic Law.

Dorsey was transported and turned over to Central Booking Deputies at the Livingston County Jail for arrest processing and pre-arraignment detention.  Dorsey was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Town of Livonia Justice Chichester.  The Judge did release Dorsey on his own recognizance as the offenses do not qualify for bail under the NYS Bail Reform Act.

The Livingston County Public Defender’s Office was present and represented Dorsey at the court arraignment for his defense.  The Livingston County District Attorney’s Office was also present to represent the People.
