On July 7th, 2026 at approximately 6:59 pm, Deputy Jacob Cicero, who is assigned to the Sheriff’s Office STOP DWI Unit conducted a traffic stop on a vehicle in Mark’s Trailer Court after observing a violation of the NYS Vehicle and Traffic Law.
Deputy Cicero made contact with the operator who was identified as 56-year-old Tammy Rowe of North Dansville. During the initial encounter with Rowe, the Deputy suspected that she was possibly under the influence of alcohol. A DWI investigation, which included the performance of standardized field sobriety tests was completed, and at the conclusion of the roadside investigation, Rowe was taken into custody for DWI.
Rowe was offered a breathalyzer test to determine her blood alcohol content (BAC) and Rowe did refuse to submit to a chemical breath test.
During the investigation, it was found that Rowe did have a prior conviction for DWI in 2023, making this arrest a felony. Rowe’s NYS operating privilege was also revoked due to the previous DWI conviction.
Rowe was charged with felony Driving While Intoxicated Refusal, felony Aggravated Unlicensed Operation in the First Degree and violations of the NYS Vehicle and Traffic Law.Â
Rowe was transported and turned over to Central Booking Deputies at the Livingston County Jail for arrest processing and pre-arraignment detention. Rowe was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Town of Livonia Justice Chichester. The Judge did release Rowe on her own recognizance as the offenses do not qualify for bail under the NYS Bail Reform Act.
The Livingston County Public Defender’s Office was present and represented Rowe at the court arraignment for her defense. The Livingston County District Attorney’s Office was also present to represent the People.
