On June 17th, 2026 at approximately 5:31 pm, Sheriff’s Deputies responded to the area of Genesee Street in the Town of York for the traffic complaint concerning a vehicle being operated in an erratic manner. It was then reported that the vehicle was in the ditch and attempting to get out. Deputies arrived on scene and located the vehicle. Contact was made with the operator who was identified as 42-year-old Nancy Kolb of Reading, PA.Â
During the initial encounter with Kolb, Deputies suspected that she was possibly under the influence of alcohol. Deputy Hayden Strobel, who is assigned to the Sheriff’s Office STOP DWI Unit conducted a DWI investigation, which included the performance of standardized field sobriety tests. At the completion of the investigation, Kolb was taken into custody for DWI.
There were two juvenile passengers in the vehicle, ages ten and twelve, making this arrest a felony under Leandra’s Law.
Kolb was transported to the Sheriff’s Office Headquarters in Geneseo where Deputy Meghan Waters of the Jail Division administered a breathalyzer test to determine her blood alcohol content (BAC). The breathalyzer revealed that Kolb had a blood alcohol content (BAC) of .22%.
Kolb was charged with felony Leandra’s Law DWI, two counts of misdemeanor Endangering the Welfare of a Child and violations of the NYS Vehicle and Traffic Law.Â
Kolb was turned over to Central Booking Deputies at the Livingston County Jail for arrest processing and pre-arraignment detention. She was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Town of Geneseo Justice Houston. The Judge did revoke Kolb’s NYS operating privileges and ultimately released her on her own recognizance as the offenses do not qualify for bail under the NYS Bail Reform Act.Â
The Livingston County Public Defender’s Office was present and represented Kolb at the court arraignment for her defense. The Livingston County District Attorney’s Office was also present to represent the People.Â
